Speaker Oulanyah Resumes Chairing Parliamentary Sitting After A long Absence

The speaker of Parliament Jacob Oulanyah yesterday resumed chairing parliamentary sittings after a long absence during which his deputy Anita Annet Among took charge of the legislative arm of government for two months.

Spear Oulanyah ended speculation on his health three weeks ago following his return to the country as social media claimed he was very ill.

The Omoro County MP presided over Parliament for the first time since he chaired the June 10, 2021 sitting for the reading of the 2021/2022 financial year Budget at Kololo Independence Grounds days after his election.

Oulanyah replaced Rebecca Alitwala Kadaga whom he deputized in the 10th parliament.

When he came to chair plenary, Oulanyah officially introduced and welcomed new Clerk to Parliament Adolf Mwesige who Museveni appointed to replace the long-serving Jane Kibirige in a shakeup of permanent secretaries.

Oulanyah also led the House to observe a moment of silence in honor of fallen NRA bush war fighter Lt Gen Pecos Kutesa and Deputy Police Chief Maj Gen Paul Lokech, who both died last week.

Kutesa was laid to rest in Kabula, Lyantonde on Sunday, whereas Maj GenPaul Lokech will be laid to rest in Pader this Friday.
